In the previous Ninth Emergency Council Meeting, CC has ruled that, due to the absence of returning officer appointed by CC, the election of Executive Committee of Medical Society, HKUSU is void under the Union Council By-laws Section Eleven. Unfortunately, in addition, the 1st Extraordinary General Meeting of Architecture Society, HKUSU (concerning amendment of its constitution), as admitted by ASR, has the same problem on absence of returning officer appointed by CC and this Meeting shall also therefore be void.
In response to the said two void meetings, some Members of the Union Council have subsequently requested CC to have a comprehensive review over all the appointment of returning officers in this Council Session.
Till now, CC has found that the Annual General Meeting of University Hall Students' Association, HKUSU dated 29 February 2012 was held without record of application of returning officer. As a result, this meeting shall be declared void. Since the executive committee of University Hall Students' Association was held in its General Meeting , this election is also void. Therefore, at this moment, there is no valid executive committee members of University Hall Students' Association elected and the seat of UHR on the Union Council shall be vacant.
Since the proposer of the Council Meeting request dated 4 January 2013 has lost the status quo as a Member of the Union Council, the said Council Meeting request shall LAPSE due to absence of a proposer. Shall any Member of the Union Council like to request a Council Meeting to consider motion(s) of no-confidence against CC or HS, please make the request again following the relevant rules and procedures.
CC is also reviewing some other Union sub-organizations concerning appointment of returning officer and may make relevant declaration in due course.
