Message from CEDARS - Campus Life

Dear Students,

You may be aware that an election of the office-bearers of the HKUSU is being held during February 5 - 8, 2013. We were invited as Returning Officers for this election in December, 2012. However, we have not been formally appointed by the HKUSU Council and not received any list of duties. On January 31, 2013, Mr. Tam Chun Sing, Chairman of HKUSU Council, informed us by email that our appointment might be confirmed on February 7 pending on the result
of a General Polling to be held this week.

Though we have not received any list of duties, it is a common public expectation that Returning Officers should ensure the integrity and fairness of the election or polling. When we served as Returning Officers in the past, we were also asked to discharge duties from the beginning of the election (e.g., checking the ballot boxes on the first day). However, the arrangement in Mr. Tam’s email did not allow us to perform such duties. We therefore replied to him that it would not be appropriate for us to accept the appointment (Email dated February 1, 2013 to HKUSU Council Chairman copied to all Union Councilors on Returning Officer for Annual Election

It has also been brought to our attention that there is a General Polling by the HKUSU during February 5 -7 to vote on a motion to appoint us as Returning Officers. Because of the reasons explained above, we are not able to accept the appointment as Returning Officers even if the motion is carried. Our decision this time is made under special circumstances. We will continue to do our best to support student activities.
