Dear Union Members,
[Important] Returning Officers of the Union Annual Election 2013
Since the Union Council this year failed to fulfill its duty to appoint the Returning Officers for the Annual Election 2013, the Union has acted in its good faith tosecure the constitutional mandate through appointment of Mr. Patrick and Ms. Irene Yeung, who officially accepted the invitation from the Union Elections Committee in December 2012, to perform duties as Returning Officers.
It is emphasized that the Hong Kong University Students’ Union (HKUSU) is an independent legal entity with our own Constitution, separated from the University’s governance. The Union respects Mr. Tang and Ms. Yeung’s choice to accept or reject the appointment as Returning Officers of the Annual Election; however, it is extremely inappropriate and regretful for them to make own interpretation of the Constitution of this Union and the Union Election Regulation, which is a kind of intervention of Union internal affairs.
Mr. Tang and Ms. Yeung claimed it inappropriate to perform their originally accepted duties as the Returning Officers because of the “first-day duties”. However,the Union acknowledged that, when they performing duties as Returning Officers of the Union Annual Election 2010, they silently endorsed the election result despite controversies over the election process and existence of more than hundreds of forged ballot papers with same serial number. However, Mr. Tang and Ms. Yeung did not make any challenge to those faked ballots at that time. It would be disgraceful if Mr. Tang and Ms. Yeung unduly adopt a double standard to respond to the 2013 Union Annual Election by not performing duties, which may be due to the previous impeachment of senior staff of their Department and the University by the Union.
The Union would try every effort to ensure the said Election will be conducted in accordance with the Union Constitution and relevant regulations.
