An overview of the Annual Election 2013 學生會選舉概況
I am writing to give an overview of the HKUSU Annual Election 2013. You are highly encouraged to read this email for better understanding of the Election.
1. Only the Union Elections Committee (UEC) chaired by Or Man Chun Allen as the sole body handling Annual Election 2013
In the Tenth Union Council Emergency Meeting dated 30 January 2013, the Union Council ruled, based on the Standing Orders, the so-called “resumption” and “extension” of the Ninth Emergency Council Meeting on 2 January 2013 by some councilors were unconstitutional and invalid. All so-called “resolutions carried” at that “extended” Meeting were void. It covers the alleged “appointment” of Ms. Vanessa Tsui as “UEC chairman” and removal of certain original UEC members. Therefore until now, Mr. Or Man Chun Allen (General Secretary of the Union) shall be the only valid Chairman of the Union Elections Committee for the conduct of Annual Election 2013.
2. Returning Officers and Election Officers of the Annual Election 2013 to be appointed by students’ collective action
Since the Union Council failed to perform its constitutional duty to appoint Returning Officers and Election Officers for Annual Election 2013, this decision will now return all Union Members’ hands (which is the HIGHEST authority in the Union). If the appointment is CONFIRMED by students’ collective decision, the appointment will be CONSTITUTIONAL and VALID. There is no ground for any person to allege the Annual Election 2013 as invalid due to the Union Council’s failure to appoint Returning Officers.
3. Voting mechanism: preference voting for Union Executives
This year, with two ‘full’ cabinets unprecedentedly competing for posts of Union Executives, PREFERENCE voting will be used, but NOT by vote of confidence. Electors can indicate choice ‘1’ to one candidate for a post and, if the electors opt to do so, can also indicate choice ‘2’ to another candidate in the same post. However, under the Union Constitution, electors SHALL NOT vote any ‘against’ in Union Executive elections, otherwise, it will be a spoiled ballot paper.
For Popularly Elected Union Councilors, it is NOT by preference voting. Electors need to vote to 10 candidates out of total 11 in maximum. Same as the part for Union Executives, electors CANNOT cast any ‘against’ vote.
For Undergrad Editorial Board and Campus TV executive committee, the election adopts vote of confidence.
